The projects funded by the Council are measured by certain criteria set out in the legislation that created the Council. These include:

• Public health benefits
• Economic development benefits
• Compliance with federal and state regulations (Clean Water Act and Safe Drinking Act)
• Degree to which project encourages effective and efficient consolidation of systems
• Cost effectiveness
• Availability of alternative sources of funding
• Operation and maintenance needs
• State or regional planning goals
• Readiness to proceed
