The application deadline is at NOON the 10th of the month. If the 10th calendar day falls on a weekend or state holiday, all applications are due by Noon the preceding business day.
The application will be sent to the appropriate technical review committee either the Water Technical Review Committee or the Sewer Technical Review Committee.
An application for funding potentially moves through four committees, the Water and Sewer Technical Review Committees, the Consolidation Committee and the Funding Committee. The Technical Review Committees (Water and Sewer) review each application to determine technical feasibility, efficiency and cost effectiveness. The Technical Review Committee may return an application for additional information or forward an application to the Funding Committee or the Consolidation Committee. The Consolidation Committee reviews applications forwarded to it to determine whether the proposed project encourages effective and efficient consolidation of systems and pursuant to each assessment to make one of the following recommendations: (a) the proposed project as presented encourages effective and efficient consolidation of services and/or facilities, and is the most cost effective and non-duplicative alternative available and therefore should be funded or (b) the proposed project as presented does not encourage effective and efficient consolidation of services and/or facilities, and is not the most cost effective and non-duplicative alternative available and therefore should not be funded. The Funding Committee reviews all funding matters related to each application and recommends financing to the Council for a proposed project.

Application process:

There is no deadline for Economic Development Applications. The application is submitted directly to the West Virginia Development Office for consideration. The Infrastructure Council takes its direction on Economic Development projects from the Development Office. This process takes a minimum of 30 days.
